Followup to #2874149: Create a tax_number field type and use it on customer profiles.

It is possible for a tax number to be stored verified (due to the web service being busy). We need an admin link to retry verification.

Committed #3087069: Show the verification result in the TaxNumberDefaultFormatter which has the necessary helpers (UrlData, controller, validation) for this issue to proceed.

The Reverify link is shown only if the state is "Unknown".

I am not happy with the UX (full refresh + status message). But let's make sure that the feature exists in 2.15, then iterate from there.
