Add payment shows no methods available when manually adding an order

Hi,

Trying to manually add payments via admin area.

We are receiving the radio list of payment options correctly but no payment form is displayed no matter which is selected, instead, the following message:

'There are no reusable payment methods available for the selected gateway.'

I am first trying to establish if this should work as of 2.13 and if not if there any workarounds.

Any guidance appreciated.
