Here is a working D7 version of the module. This current version has been run to coder and it is fully functional, but has few features missing.
Working features in current version:
1. Will notify you when a new comment is posted
2. Let you modify the email template and email recipient
3. Preview the comment subject and comment body in the notification email (if @tokens are added to template)
4. Quick approve, delete or reply the comment you were notify about
TODO in current version:
1. Make the other links like "Ban" visible to the person in charge of editing the comments.
2. Update some other query in function currently not in use.

Have you reached out to the maintainers? Does this project need a new maintainer?

The version I made came directly from D6 running it thru the coder module, so I don't have a patch to compare to D6.
I have reach out to the original module creator or maintainers, but I haven't hear back from them, so I will guess yes, the module might need a new maintainer. For now this is my contribution, and most likely I will be submitting more patches soon as I found bugs alone the way.
