According to drumm at http://drupal.org/node/1036132#comment-4701752, this is a blocker to deployment of issue summaries.

According to drush rn, there is only one change between 6.x-1.0 and 6.x-1.x:

Changes since 6.x-1.0:

  • [#1178250] Fixed data loss bug when editing a node with existing tags.
  • Stripping CVS keywords

Pretty please, let's get #969990: Make orphan terms easily deletable in first. On an annoyance barometer, almost equal to issue summaries.

There's always another release for modules, and deployment for Drupal.org. False dependencies should not be created.

This isn't a total blocker; we already run a dev version. I want to do less of that because -dev on production is not the sort of fun I like.
