When installed Drupal using the moderate package with the easy install no Drupal administrator role is created like it is during a standard Drupal install.

This is because the .install was getting the error from #1830456: An AJAX HTTP error occurred. HTTP Result Code: 200 Debugging information follows. before getting to http://drupalcode.org/project/cm_starterkit_moderate.git/blob/refs/heads...

This is working now.
