Release notes

This release adds Drupal 11 support and drops Drupal 9 support. Because CKEditor 4 doesn't support Drupal 11, support for 'ckeditor' plugins types is removed. Likewise, because the core CKEditor 5 modules removed 'ckeditor4to5upgrade' plugin type in Drupal 11, support for this plugin type is also removed.
