On a simple site, CKeditor was showing the textarea height at 304 px with version 1.16. After upgrade to 1.17, height is now 1855px - way too high. Can't find any setting for height in the admin interface.

As per my testing, I noticed that the textarea height is 400px by default and not 1855px and moreover the text area is dynamically resizable.
I don't understand what issue you are facing exactly.
For me everything is working as intended.
In the configurations, you can change the width of the textarea by default .
As the height is dynamically resizable you will have to change the value from 400px to a suitable value in the module css file.
