Am I completely missing something?!?! Where in the world is config.php?? Why does this file not exist in the drupal download nor the ckeditor download form their website? Everything is talking about configuring of this and my drupal install is barking about that file not existing and I don't see it anywhere.

There is settings.php file in drupal which you can find in sites/default folder.

So you are saying that the settings.php that comes with drupal can be used for this? I can just copy my settings.php file from sites/default/settings.php into sites/all/modules/ckeditor/ckeditor/ ?? Why are there no instructions that says anything about this?

Please read this will help you in installing ckeditor properly.

Also, it seems that you are referring to ckeditor.config.js and not config.js

In my reports page I receive this error for CKEDITOR

CKEditor	4.5.4
You are using a feature that requires manual integration in the config.php file. Please read the "Installing CKFinder" section in the README.txt file carefully and add a require_once ... statement to the ./sites/all/modules/ckeditor/ckfinder/config.php file.
