The Manage view of the paragraph Civictheme navigation card ref mentions the view mode Snippet for the field Reference.
But this view mode is not enabled for the target content types.

Verified and tested on 1.x-dev

Testing Results:
1. When adding 'Navigation reference card' in the backend, they will expectedly render as navigation cards on the frontend.

Navigation reference cards can be added in the BE, referencing 'page' and 'event' content types:
