Module likely to go bonkers without token

In hook_block op configure, there is no break statement. There is a return statement if there is a form, but that is inside an if-check for the presence of token module. If token module is not enabled, the return is not hit, there is no break, so I would expect the "configure" op to then dutifully follow what the view op does, which is generally not desirable. :-)
