in D7 month in the title was a link to month views page.
in D8 monts in title dont have a link.
whether title to make a reference, if so, how?

I tried to put a patch, but it does not work, the link does not appear.
In addition, i can not change the text for prev|next month buttons, so head of the mini-calendar block looks bad.

Instead of modifying the file "calendar-header.html.twig" I modified: "calendar-mini.html.twig" (options.month_name)
I passed another field (options.month_name_link) from this file "calendar.theme.inc" and used the same if else twig modification.
I did not modify any other files.
My patch depends on the url format that my project uses, this is why I have not uploaded this patch to drupal.org but it is quite simple to implement.
