How to modify items in Help window

Help window is of great help for users, but information there is limited and so I'd like to modify the "Help" item in Help window (shown in the attached screenshot) to make it hyperlink to another more detailed Help page. With quick tips and format information sections hidden (for better user experience) this would be very good solution.

Any tips how to override the last item?
