Update to Bootstrap v4.3.1, gulp and related packages updated to latest versions, various other smaller features and bug fixes.

After 24 commits new release is ready. The biggest changes are the update to latest Bootstrap 4.3.1 versions and update gulp and related node packages to latest versions. Thanks to drush generator, that landed in previous release, Bootstrap and node package work was a relatively easy thing to do :).

This is the first time we started adding update hooks so be sure to use a drush generator when updating your custom themes:
