Problem/Motivation

It is too specific, it complicates CSS and it also does not look that good. It only works OK for main horizontal navigation, in the footer for vertical navigation, it looks weird.

Remove it from everything except for horizontal navigation and nav-links in the top region.

Related to #3220586: Menus should use Bootstrap nav/nav-link only for horizontal menus in header region.

@bh-shubh please note that 2.x branch is in planning phase for now. Active branch is still 1.x and it will be for some time more until stable release is done and we figure is it possible to support major breaking changes with upgrade path.
