How to make new rule (IS_TABLET) .
Mean we need the desktop version for the tablet and only mobiles with small screens took under the rule is_mobile

For example, you could clone 2 extra versions of a homepage Landing Page/panel - i.e. Landing Page Tablet and Landing Page Mobile - put them in that to make things work properly.
Use selection rules for each version as:
Original landing page/panel - Mobile Detect: NOT (User is using a Mobile device.)
Tablet panel - Mobile Detect: User is using a Tablet device.
Mobile panel - Mobile Detect: User is using a Mobile device.
