Breakpoints isn't setup for Rules?

Looking to add some rules based on breakpoint conditions, but I don't see a way to add breakpoints as conditions through rules... Is this not possible? I don't see a way to do it if it's possible and Google was no help on the matter.

Some insight into the subject would be great.
