Users create brackets

I understand how an Admin can create a whole bracket page and fill in the bracket with all the teams, your predictions, put in the results, etc... And I understand that you can allow authenticated users to have the permission to create new brackets, and then they can do the same steps as Admin, in which you create the whole bracket, define the style, who plays, your picks, etc...

But how do you create a Tournament, define who is playing it and all the admin features. Then allow authenticated users to simply fill out a bracket from there. So I want to create the 2012 March Madness tournament, then all all authenticated users to just fill it out with their predictions and to not be able to edit any other information besides their picks.
