Motivation
In order to complete #1804770: [META] Migrate to object-oriented architecture we need a way to control the main parameters of BOTCHA application via UI.
This issue is intended to provide such fine-grained control for recipes:
- There must be a link "Recipes" on the main BOTCHA page as MENU_LOCAL_TASK.
- It must lead to a list of all recipes. Each of them must have links with available operations: "Edit", "Delete".
- "Edit" must open a page where all the recipe parameters (besides probably its machine name) could be changed.
- "Delete" must lead to a confirmation page.

But we face the issue that I get as regular user sometimes a"robot" message
I don't want to turn of the BOTCHA just because of this...
