In https://drupal.org/node/215620#comment-3477342 it was mentioned that time zone support was added in later versions. How is this implemented? The bot/log still shows GMT and no other config options are found.

User timezone support is render only - the internal "by day" URLs always use GMT. But, if you've got timezones set in your configuration (and/or allowed to your end user), then going to any particular log archive should display the dates according to the preference - see line 287 for the rendered support.
