Support per-style permissions (3193599)

The attached patch hides the 'Styles' tab if the current user doesn't have permission to access any of the style plugins provided by Bootstrap Styles.

This patch is a small change to support the #3193599: Add per-style permissions feature request in Bootstrap Styles. The feature is in development, and you should only need this patch if you're testing the changes in that issue.
