I am using Drupal 8.7.1 and the Bootstrap theme 8.x-3.19.
When I attempt to build a layout using Layout Builder the "choose a block" menu comes up in the sidebar, but it is frozen and will not allow scrolling (see screenshot below).
The only workaround I can see without creating complex (for me) code is to change my theme to Bartik. It seems to me this bug will affect a great many users, so is it something simple I am doing wrong? Any help appreciated.
