The description in text area fields with format selection is always displayed after the textarea element, ignoring the "#description_display" value.

The text format template do not receive the description_position and description is fixed below the input:

Creating a patch is the proper way to open an issue, not duplicating existing code that can be found in the repo.

That's how it is. In addition to it, people usually creates a patch when:

  1. there is enough time for it
  2. is familiar with the code of the module or theme

Anyway, just creating an issue is a contribution and something that makes me feel grateful for.

Core doesn't even support this, nor should it IMO... this is the text format filter, not the form element itself.
