Problem/Motivation

Fragment links and fragment/hash changes pointing to elements inside vertical tabs don't work.

Core fixed this in #2531700: Fragment links to children elements in closed grouping elements don't work which involved a modification to vertical-tabs.es6.js.

Proposed resolution

Port the change to bootstrap's vertical-tabs.js.
