Hi,

When creating a new Bootstrap Starter-Kit Subtheme you have to re-assign blocks to regions based on the Bootstrap layout.
I believe this should be added to the theme configuration starter-kit theme.

This is ultimately a core bug and this base theme already has an issue to do what you're proposing, but it's of very little interest right now due to the complex nature of requiring a user to manually change every single filename and machine name inside each file.

Ideally, this conversion would be handled by Drush, but that hasn't landed yet either.
