If you have error in form and save, then field group has functionality to show the first tab content that has the error. This does not work properly with field groups as field groups uses inline style display: block to activate the tab. If you now open tab next from the one that has error then the content is pushed down because the errored content is invisible but the block still takes up space.

Sorry this took so long. For future reference, you should set the status of an issue to "Needs review" when there's a patch on it. Otherwise, its priority is bumped for those that have that status and why I'm just now getting around to the "Active" backlog.
