Site was working fine for close to 6 months. I went to look at it so I placed it in maintenance mode. Once I logged out I forgot the site was left in maintenance mode. Tried every URL to get to the login screen but it just redirects me to the main page. Very strange. Went into php admin turned it off there log out and i can log back in perfectly. But if I turn it back to maintenance mode same issue.

I changed themes and it allows me to go into maintenance mode and login and out. Any ideas?

I disabled all of my modules.... and when turning them on one by one I found that it is the php filter module that if it is turned off will let me access the user login screen if in maintenance mode. But it only affects the Bluez theme..... now im really stumped. any ideas?

This issue is not related to theme.

As, @TheWrench have explained try with www.yoursite.com/?q=user; Sometime .htaccess won't be copied or rewrite module won't be enabled on the server which cause clean-urls to be disabled.

I'm having the same issue. I've tried @TheWrench's suggestion (both with the Ws and without the Ws), as well as by specifying user1. Each time, I receive the same error message:

Forbidden

You don't have permission to access this resource.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.
