Use Barrio as a base theme

For making bluemasters theme responsive we can use Barrio as a base theme. Barrio is a Drupal 8 base theme completely based on Bootstrap 4 Framework so, for porting the bluemasters theme from Drupal7 to Drupal8 using Barrio is a good option.
