IMHO this module should make its way into core. This is the golden solution to managing blocks. If this was added to core you could then build a fairly complex site out of the box of D8 with no addition modules. This fixes the current block layouts page and would then allow for users to take advantage of the improvements that have been done with blocks.

I have thought about it. But how this module actually does it behind the scenes is probably not the way it should be done core. Right now this module just using conditions on each block. I think in core we would want some sort of page config entity. Now that we have Layout plugin in core though I would like to see the block page have something like this. Then that page config entity could have conditions and layouts
So something more like page manager I do agree that it would nice on the existing blocks page.
