User should stay on group block layout page after configuring or deleting a block

If a user clicks configure or delete for block they should stay the group block layout page they are currently on.

Right now they go back to "global blocks" page no matter where they come from.

this would probably mean passing the group in the query string like is done with the "Place Block" link.
