Blocks are not appearing in the order in which they listed on admin/structure/block. I just did a vanilla install and added the Best Responsive theme, added a block all pages and placed it under the Content region as such:

Content
- Main Page Content
- Test Block

However, when I look at the page it displays as such:

Node Title
Test Block Title
Test Block Body
Node Body
