Sometimes people will not know what is available and what letters to type, so will want to browse all facets available.
Proposed resolution
When this is enabled, a "show all" link will be at the bottom of the initially shown links above. This goes away once filtering starts.

BEF settings for the filter:
Exposed filter widget = Filterable links
Minimum number of facet links before showing text filter = 5
Initial number of links shown = 10
Allow showing all links = checked
Result:
When the "Show all" button at the bottom of the filter's links list has not been clicked (i.e. "Hide extra" is active), the links list includes "Any" and the first 10 taxonomy terms followed by blank list items for all of the remaining taxonomy terms. When I enter text to filter, terms that aren't in that initial 10 display blank list items, and the "Show all" button remains displayed.
