A posting came up on the BBB Google Group. Some searching and I found the above bug report. I also know with Menu item links, a simple "work around" is also to "other mouse button click" -> "open link in new tab/window" for most browsers on the "Attend Meeting" tab or "Moderate Meeting" tab (if the user has appropriate access permissions of course) within the BBB Content type. Thoughts and feedback on making something similar to the BBB client configuration panel to include a radio button with opening BBB in a new tab/window upon clicking a Menu link?
