New features

This release adds a static caching feature for sites with a lot of anonymous traffic. The feature can be enabled at Structure > Features, and is called "Static page caching". To effectively use this feature, you should enable ESI for the "Localities in State" block that shows up on state and locality pages, which can be done on that block's configuration page.
