Would it be appropriate to have a submodule or module dependent upon this that simply counts how many modules are enabled and throws a flag when a site builder tries to enable yet another module? Maybe it would incorporate other site metrics that help profile builders as "loves too many modules and blocks, should consider learning to develop" or similar.

I think the module name should be "lacking judgement" since the progressive form of the verb speaks more about the user than about the module.
