Make the Readiness check features available separately from the full automatic_updates module for integration in CI/CD systems

Feedback we received at DrupalCon Amsterdam 2019, is that the features built for doing update readiness checking could be useful in and of themselves as a standalone part that could be plugged into CI/CD processes.
