It seems that when changing the value of the "Allow new terms" and saving also affects the value of "Show Term not found message". Changing the "Show Term not found message" value seems to have no effect at all as it always has the same value as "Allow new terms".

In any case, I've attached a patch to set the 'show term not found message' option independently of 'allow new terms'. It also alters the js to respect this setting (returning an empty autocomplete menu item if 'show term not found message' is disabled), and also adds some css to hide the autocomplete results menu if empty.
