Message "The article has local changes that are not published to Apple News" can be present even when Apple News is up to date

In our specific use case we are using the newly added alter hooks to implement a queue to publish posts to Apple News off process from a node Save. In this situation, the changed timestamp of the node will always be less than the postdate timestamp of the article in Apple News. As such the UI erroneously shows the message "The article has local changes that are not published to Apple News", when in fact it is up to date.
