APEX Government

APEX Government is a public-sector subtheme for government agencies, municipalities, public authorities, and civic-service sites using the APEX design system.

It provides a restrained, task-oriented visual foundation and five Single Directory Components for citizen task discovery, service summaries, alerts, operational status, and downloadable documents.

Task-first public information

The theme uses a Public Sans-oriented system stack, trust-blue primary color, reserved alert colors, a 65-character reading measure, and scannable spacing. Its page wrappers preserve APEX Theme's 28-region structure while adding Government-specific CSS classes.

The visual vocabulary is influenced by common public-sector design-system patterns, but the package is not the U.S. Web Design System and does not establish compliance with any agency standard. No font files are bundled.

Five Government components

• Task finder: a search-oriented hero with a plain-language prompt and popular task destinations.
• Service card: a service summary with audience label, time estimate, sign-in indicator, and application destination.
• Alert banner: emergency, warning, information, and success variants; the emergency presentation uses assertive live-region semantics, and alerts can include an optional issued time and read-more link.
• Status strip: a list of operational, degraded, outage, or maintenance states with an optional last-checked timestamp and links to further information.
• Document list: downloadable-resource rows with format, file size, update date, plain-language description, and an alternate-format destination.

The components present data supplied by Drupal. They do not provide a search backend, authenticate residents, submit applications, monitor systems, generate alternate formats, scan files, or verify that a notice is legally sufficient.

Current installation scope

The package contains three base stylesheets, two lightweight page wrappers, a settings override, five SDCs, and eight optional block placements for ordinary site chrome. It inherits the APEX Theme module stack and explicitly declares all 28 regions.

The source does not ship the planned service, document-library, or public-meeting landing templates, an agency content model, or demo content. The front-page wrapper documents a desired page archetype but only adds CSS classes; it does not place the task finder or other components.

Public-sector implementation guidance

1. Model services around resident tasks, eligibility, required documents, cost, processing time, status, and responsible agency.
2. Connect search to an indexed, monitored backend with useful no-result behavior.
3. Define authorized publishers and expiration workflows for emergency notices.
4. Feed service status from an accountable operational source and show its last update.
5. Publish accessible document formats and test downloads independently of the component label.
6. Configure privacy, records retention, language access, metadata, canonical URLs, redirects, and structured data separately.

Accessibility, privacy, and search quality

The CSS includes reduced-motion, higher-contrast, forced-colors, and print handling. Compliance still requires testing the complete service: keyboard and assistive-technology access, plain language, focus order, form errors, zoom, reflow, captions, language changes, alternatives, and timely content.

A government-styled theme does not confer legal, accessibility, privacy, security, records, or procurement compliance. Agencies must apply the standards and review process that govern their jurisdiction.

Search visibility depends on resident-centered wording, accurate service facts, stable aliases, descriptive titles and links, metadata, crawl controls, internal navigation, and structured data that matches the rendered content.
