Multisite metadata only gets updated in the default search environment [#2051293]

Perhaps the "Refresh metadata now" button could update the metadata for every available search environment, or it could be moved to the search environment settings page and apply to the selected environment.

I was considering making a patch, but I'm now working around the issue in my project by merging two indices together so only a single search environment is necessary. I'll let others re-open the issue if they find it important or relevant to them.
