Thinking about how to provide multi-site facets by setting a certain environment to be "multi-site", it seems like it would be helpful for a search environment to have an optional list of callbacks.

This patch copies in the default facets from facetapi module, and moves other code around, while adding the ability to define an array of callbacks in the environment to get facets.
