Miscellaneous bug fixes and functionality improvements

Initial release of 7.x-4.0.

Initial release of the 7.x-4.x branch. This is a materially re-engineered version of Answers.

Include bug fixes and feature extensions made over the past six months.

The major reason for the new release is to support localization (via the locale module). In addition, this release provides a "Using Answers" menu.

Implement an api for supporting modules to lock/unlock questions

NOTE: DO NOT USE THIS BRANCH YET!

(Something funny is going on where the .tgz version contains incorrect code while the .zip version has the right code.)

Added a search feature (path: questions/search)

Added the ability to lock questions (no direct user interface ... this is to be used by developers and other modules)
