When using Panels et al to manage the display, it can be confusing to have the CTools content type -based panes and the blocks show too. Provide a setting to disable the blocks integration.

This adds a new "Advanced options" section to the settings page which contains the "Enable ad blocks" option that defaults to enabled. If this option is disabled any existing blocks will display, it just won't be possible to add new ones.
