Caching of the "active forum topics" module leads to UI glitches.

I don't know if it's integration with Views, caching (most probably) or something else, but the "active forum topics" module seems to have two UI glitches, visible only to those who can administer blocks:

1. The "cog" on every block which is used to configure it isn't present for some time after logging in.
2. A "configure block" link is visible even after signing out. It isn't a security risk (the user doesn't have the required permission).
