Allow for the control of the Cache-Control headers sent via PHP. Some caches do bad things if not a file. [#2943738]

Will make it a hidden setting via $conf['']. Most sites shouldn't need this but it gives the option for those that do.

Most likely need to send this header out.
Cache-Control: max-age=0, private, no-cache, no-store, must-revalidate
