Admin role can't edit comments. Problem with flags too!

Hi to all,
admin role isn't behaving as it should. Still there are numerous things the user/1 can do that admin role can't.
The first is that can't edit any comments. Only delete them. Does anybody else see the same strange behaviour? user/1 can see the edit link in any comment but the admin-role can't. Any ideas?

The second problem is that I have created a report-for-abuse flag which has the proper behaviour for user/1 but strange behaviour with admin-role. More specifically, the remove abuse flag link (modified to show an icon in my case) should be shown only to that content that was reported for abuse. User/1 sees it only to those nodes that were reported but admin-role sees it to all nodes that he isn't the author even if they have never been reported for abuse.

Any ideas? Has anybody else shown the same problems?
