There is a small minor change to the way that permissions are calculated. It is now possible to create a sub-admin that can assign roles without access to edit users. See #3080891: Don't require edit permission to assign role for details.
The main purpose of this release is to add a workaround for the last open Core issue that isn't fixed in D8.7. That means that from D8.7 onwards this module works without any core patches.
D8 version roughly working. Still not recommended for live sites. There is no migration from D7. The permission names might still change, disrupting any items already configured.
The new version has a dependency on chain_menu_access which you will need to add when you upgrade. This handy module gives much better co-operation when using multiple access modules together, plus it simplifies the code.
This release fixes some bugs, in particular to improve compatibility with other modules. Sub-admin users can now use Administration Views safely and with full function available.
Initial Drupal 7 port of the Administer Users by Role module. I have tagged this as a beta, because although all 1141 tests in the test suite are passing, there is currently no upgrade path for users coming from the Drupal 6 version of the module.
