The contextual menus (cog icon) are missing from all my admin pages, like a Views page. How do I restore those in adminimal?

UPDATE: I see the admin menu bar is blocking the contextual menu. If you delete the admin-menu DOM element, I can see the "Edit View" contextual menu link just fine. I believe those being positioned in the top-right of the page needs some work.

So odd, on some Panels pages I see the contextual menu appear but it's 50/50, some Panel pages aren't showing cogs. :( I haven't deciphered what the pattern is when it chooses to show them or not.
