I've added a patch to get the link to
view.media.media_page_listand a sub menu to 'add media' like the 'add content menu'would love to see this in future release. :)

as of admin_toolbar 1.22 the media link is now present under "content".
I don't know which code part is leading to this, but I think is base question to this issue seems to be resolved.
What' is about a "Add media" menu under "content" like the "Add content" menu?

I think that we should add the "Add media" link under the "Media" link so that the "Content" section is lighter.
