Disable Mobile Plugin and this works as expected.

Giving the admin_theme module a higher weight should fix the issue.

I updated the weight of the module and now the admin theme works but the mobile theme does not show up anymore. Is there a way to make these two play nice together?

Here's a patch that should fix this by checking if the $custom_them is the admin theme.

Thank you for creating the patch. We have actually disabled the mobile version of the site for now, so I am not able to test at this time. I hope to bring it back soon.

I've added a patch that adresses this, that also works with Drush make. It also adresses a small issue raised in #829352: Incompatiblity with Custom Theme modules.
