I'd really like to implement the per-role defaults, but leave out the per-user selection out completely. I'd like to propose a new branch to moves all the per-user selection to a sub-module.

My plan had always been to make the selection process a bit more modular, allow integrations like Context for determining which menu was selected, so I am not opposed to this move as it would make it a little easier to implement such a system.

Although, maybe having a configuration page where the specific types of controllers can be determined and prioritised would simplify matters as well, that way people could turn of a single controller (per-user choice).
